The Procurement Analyst performs billing analytical tasks and functions of moderate to a complex nature with minimal supervision.

Receives, verifies, and submits carrier paperwork and invoicing for billing and payment.

Analyzes carrier spend activities and trends to find cost savings opportunities. Keeps carriers in compliance with all Western Refining billing and invoicing standards, while monitoring billing for anomalies or erroneous charges.

Generates reporting as required to support company initiatives involving common carrier spend.

Receive and process paperwork through Carrierhub and TMW systems, ensuring all documentation is accurate, complete and ready for invoicing.

Contacting common carriers to discuss billing inconsistencies, paperwork delays, procedures, and other issues related to billing and invoicing.

Perform freight cost, service and carrier management studies.

Identify savings and profitability improvement opportunities by analyzing carrier spend and carrier rate trends.

Perform ad-hoc reporting as needed.

Skills / Requirements:
High school diploma or general education degree (GED) and 1-2 years related experience or equivalent combination of education and experience.

Carrierhub and TMW systems experience preferred.

Mathematical skills to add, subtract, multiply or divide for balancing or compiling figures.

Proven organizational and time management skills.

Must have effective interpersonal, written and oral communication skills to interact effectively with facility personnel and regulatory agencies, present environmental training, be instrumental in team building and networking, plus provide a high level of customer service by answering questions, providing accurate information, and responding to requests on a timely basis.

Proficiency using computer technology to include MS Word, Excel, and computerized accounting systems.
