Contracting/Procurement Services Associate – Kaiser Permanen

Kaiser Permanente is seeking a Contracting Procurement Services associate that provides contracting and/or procurement services to National Facilities Services for Capital Projects Facilities Construction (CPFC), Capital Projects Group (CPG), Clinical Technology and/or regional customers & suppliers to contract for services & purchase products. Identifies opportunities & supports compliance for regional & national standard products. Supports business diversity & local business development. Identifies opportunities & supports compliance for NFS CPFC, Contracts Administration & Clinical Technology.

Essential Functions:
– Assists Contracting and/or Procurement Services to provide local contracting and/or procurement support for NFS including:
– Reviewing authorization for subcontractor payments & lien releases for appropriate authorizations & determining if compliant & ready for processing in OneLink system
– Independently follow-up with/ subcontractors & vendors to resolve all outstanding issues
– Maintaining payables data in contract management program & construction management programs
– Maintaining accruals data in contract management program
– Assisting with/ compliance monitoring to ensure company policies & procedures are followed
– Preparing & administering routine correspondence
– May conduct research to support contract audit/ or facilitate NFS contracting trends
– Assisting project teams in contract closeout activities
– Building & managing relationships with/ key stakeholders & vendors to ensure that cash flow needs are met
– Focal point for all communication with/ project teams for payables resolution
– Or for Clinical Technology positions, may provide procurement/purchasing support including:
– Procurement of repair/spare parts for medical devices in the hospitals maintained by Biomedical Engineering
– Prioritizes purchase needs, determines whether 2nd source viable with/ consideration of equipment downtime, cost versus vendor price etc, equipment not a capital purchase, ensure repair parts OEM equivalent or better
– Assisting Engineers to manage inventory; providing customer support to engineers on inventory control & interactions with/ vendors on parts & other issues impacting equipment downtime
– Processing returns, exchanges & warranty items
– Works on assignments of moderate scope
– Follows standard practices & procedures
– Requires minimal planning & scheduling for activities that are already defined
– Responsibilities impact the achievement of team or department objectives
– Contributions are usually limited to task-related activities
– Typical errors would normally result in only minor delays, inefficiencies and/or expenses
– Generally involves following established procedures, instructions, and/or manuals
– Requires judgment to select from apparent alternatives
– Requires moderate decision-making
– Develops solutions to a variety of problems of routine to moderate scope, following established policies & procedures
– Assess information to identify the best solutions from existing alternatives
– Exchanges & interprets routine & fact-based information & may interpret non-routine information
– Follows specific, outlined, procedures
– Work is under general supervision
– Exercises discretion with/in defined boundaries
– Will seek a supervisor or manager to provide guidance and/or solve problems for difficult issues
– Work is reviewed by management at key intervals for advice & guidance prior to completion
– Have no formal leadership/supervisory responsibilities

Qualifications:
Basic Qualifications:
– Minimum one (1) year of related experience including a combination of purchasing, contracting, material management, finance or other related areas – health care
– Procurement and/ or payables experience preferred
– Experience with BMET system preferred for Clinical Tech jobs
– Bachelor’s degree in business administration, finance, material management, economics or related field, OR equivalent experience preferred
– Knowledge of contracts/contracting methods
– Knowledge in a variety of software applications with the ability to develop spreadsheets and write business communications
