The nation’s leading local health department seeks a motivated, dynamic Database Administrator professional to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers’ health and improve DOHMH’s business operations.

The Office of IT Administration (DIIT) is seeking to hire an exceptional, highly motivated, detailed oriented Procurement Analyst to prepare various procurement documents, including the DOITT ITCS Task orders.

Perform complex market research for highly specialize IT and non IT purchases through GSA contracts.
Process Bids in excess of $100K to purchase hardware, software, support services and maintenance for DIIT and DOHMH agency programs using CTL, Capital, and Grant funds.
Complete the bid packages to be processed with ACCO, Controller’s office, and DCAS to obtain purchase orders.
Collect and prepare documentation, utilizing the City’s VENDEX and FMS system.
Process requisitions for all IT related goods, services, and training for the agency.
Prepare and update the expense tracking report weekly/monthly to aid in high level management decisions.
Maintain databases of OTPS for the purpose of monitoring, analyzing expenditures.
Process payment: audit invoices, insure receive goods and services purchased, get managers approval, and prepare receiving reports for Capital/expenses purchase orders.
Log & track requisitions/bids and payment through the procurement cycle.
Perform year’ end-closing for purchase order expenses.
Review monthly open document aging report to track and resolve payments for any pending purchase orders or open contracts.
Prepare and release service requests; coordinate resume gathering and distribution; and execute ITCS task orders.
Work with the ACCO to ensure the timely processing of all DOIIT Consulting Services Contracts.
Serve as administrative liaison to other programs within the Department.
Review invoices to assure accurate billing and proper backup documentation are submitted to Fiscal Management.
Upload and update all contracts in the new SharePoint tracking system.
Track all invoices and payments in the new SharePoint tracking system.

Minimum Requirements

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

SPECIAL NOTES:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in “1” above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in “1” above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
