UNOPS in DRC serves the needs of the Government with funding from bilateral donors, the EU, International Financial Institutions and UN agencies.  UNOPS in DRC provides a wide range of project management and related services including procurement, contracts management, logistics, HR and financial management. UNOPS helps partners to achieve their project goals in sectors which include physical and social infrastructure, elections and the environment.

Significant progress has been made in the Democratic Republic of Congo (DRC) since 2003 but continuing conflict in the eastern part of the country threatens peace and security.  The UN, in collaboration with the Government and partners, has developed a strategy for supporting implementation of the political frameworks.  In recognition of the fragile nature of peacebuilding in Eastern DRC, and the need to urgently deliver tangible peace dividends to the Congolese population, both the UN and broader international community have focused their efforts on specific priority interventions that are necessary to prevent a relapse into conflict and enhance security and stability over the short to medium term.

The United Nations system together with other international partners has launched a Support Strategy for Security and Stabilization in Eastern DRC (now known as the ISSSS) designed to consolidate current peace gains and create the conditions for longer-term recovery and development.  The aim of the ISSSS, which draws on existing national, UN and other frameworks, is to help stabilise eastern DRC and protect civilians by improving the security environment and extending basic state authority through a combination of integrated military, political, development and humanitarian initiatives.

The ISSSS is part of the wider Government Programme for Stability and Reconstruction (STAREC), and is being supported by a number of donor countries to implement its different components.  The STAREC plan identifies a number of priorities for the short to medium term grouped under three components: Security and restoration of state authority, Humanitarian and social assistance and Economic recovery.

UNOPS has been supporting the implementation of the ISSSS with funding from five donors through five separate projects with a total combined budget of USD 46 millionover 5 years.  Activities and services have included road rehabilitation and the construction of public buildings well as providing procurement services for the operationalization of newly constructed state facilities in support of the ISSSS in North Kivu, South Kivu, and Orientale Provinces.  Similarly UNOPS is in discussions with various bi-lateral donors and multi-lateral funding facilities to formulate several projects in support of implementing infrastructure and procurement support to the STAREC plan in 2010 – 2012.
With funds from a variety of donors, UNOPS works in support to the ISSSS in the areas of road rehabilitation, construction and rehabilitation of infrastructure, and procurement. The Democratic Republic of Congo Operations Center (CDOC) seeks qualified applicants for the position of Procurement Officer in order to meet the needs of this major programme.

Functional Responsibilities

Under the direct supervision of the Regional Coordinator for Eastern DRC and the technical supervision of the Head of Support Services (HOSS), the Procurement Officer is responsible for (a) ensuring the timely implementation of the procurement plan for works, goods and services for all projects of the ISSSS portfolio, (b) training and capacity building of local personnel and construction contractors.Specifically the Procurement Officer will undertake the following activities in these three key areas:

A .Ensuring the timely implementation of the procurement plan for works, goods and services for all projects in eastern DRC:

-In close consultation with the engineering and logistics sections, manage the implementation of the procurement plan for all ISSSS/STAREC projects;
-Contribute in the achievement of Projects’ delivery targets by maintaining controls and monitoring systems for procurement activities, suggesting ideas, plans or initiatives;
-Overseeing and coordinating the entire procurement process for works within the ISSSS portfolio of projects including:

-The development of specifications and prepare shortlists based on investigation of related market
-Ensuring reliability of sources, quality of goods and services, and timely delivery
-Coordinating and advising on procurement actions already underway and ensure the prompt and correct delivery of procured goods
-Coordinating, reviewing and approving all invitations to bid, requests for proposals and request for quotations
-Issuance of invitations to bid, requests for proposals and request for quotations
– Coordinating, reviewing and endorsing the evaluation of submissions to ensure technical compliance with client’s needs, cost effectiveness and full compliance with UNOPS procurement rules and all other applicable rules, regulations, policies and strategies;
– Ensure the timely and accurate preparation of submissions for requests for award to HQCPC;

Management of the acquisition of goods, services and works for all UNOPS projects in eastern DRC and particularly the ISSSS/STAREC projects in full compliance to the Financial Regulations and Rules of UNOPS and its Procurement Manual,including but not limited to:

– Managing the preparation of the ITBs, RFQs, RFPs in conformity with the procedures in force
-Management of the full cycle of procureemnt processes, such as: solicitation, opening, evaluations, recommendations for award, etc
-Coordinate the procurement of equipment, goods and services at the best value, ensuring full compliance with UNOPS procurement rules and all other applicable rules, regulations, policies and strategies;
-Monitoring of on-going purchase orders and management of the relations with suppliers in order to ensure timely delivery of the goods and services.
-Monitoring and follow up with vendors until final delivery; anticipate and take pre-emptive action to prevent problems.
-Ensure a record of contractor performance evaluation

-Ensure full compliance with the administration and management of procurement documents based on UNOPS document management guidelines;
-Ensure the administration of a registry of vendors, in line with supplier selection and evaluation criteria, and quality and performance measurement mechanisms.
-Regularly provide updates to project managers and the UNOPS Coordinator for eastern DRC on delivery of procurement services against agreed plans;
-Responsible for adherance to the internal control system in place to ensure that Purchase Orders (PO) are duly prepared and dispatched.  Timely corrective actions on POs with budget check errors and other Agen
-Etablish and regularly update a system for monitoring market rates, evaluate suppliers of goods and services and maintain a data roster of best suppliers using UNOPS latest technology to share information with clients and colleagues.
-Coordinate with HR to ensure adherence to the agreed staffing structure and monitor the HR plan;

B.      Training and Capacity Building of local personnel and construction contractors

-Conduct training needs assessment and ensure the development a capacity building plan for project personnel involved in the procurement process and local contractors;
-Develop training modules on procurement topics identified in the training needs assessment;
-Implement a training programme targetting local contractors and project personnel involved in the procurement process;
-Coach, mentor and render advice to other Procurement personnel on a range of procurement issues in relation to the cases under review;
-Review, correct and validate all ITBs, RFPs and RFQs prior to publication
-Review, correct and endorse all evaluations prior to submission of request for award
-Evaluate the preformance of local contractors and ensure their registration in the contract management database

Competencies

·         Proven record of managing and delivering complex procurement actions and services
·         Relevant experience with an ERP; Atlas certification as well as proven experience of UNOPS ERP is an advantage;
·         Strong leadership and personnel management skills;
·         Demonstrated behavior of professional and personal ethics, transparency and openness;
·         Capacity for problem solving and identifying acceptable/applicable solution;
·         Resourceful, proactive, maturity of judgment and behavior, and self motivated;

Education/Experience/Language requirements

Education :

·Master Degree in Business Administration, Public Administration, Commerce, Law professional experience in large scale procurement operations. A recognized qualification in procurement will be an asset .

· University degree (Bachelor) with a minimum 7 years of work experience experience in large scale procurement operations may be considered in lieu of a Masters degree.

Experience  :

·         A minimum of 5 years of progressively responsible professional experience in large scale        procurement operations, of which at least 2 years at the international level;
·         Experience in the procurement for works;
·         Demonstrated experience providing technical assistance in the field of procurement;
·         Previous experience delivering training and capacity building activities;
·         Previous experience in post conflict and/or developing countries is desirable
·         Familiarity with UN Agency procurement rules and regulations is highy desirable

Language Requirements  :

Fluency in written and spoken French
·         English will be an asset
